Round-trip latency between a player and the server, and the main reason a player picks one region over another.

Ping is the round trip in milliseconds. Below about 60 ms a FiveM server feels local; past 120 ms shooting and driving start to feel wrong; past 200 ms most players leave regardless of how good the server is.

This is why locale and host region matter together. Hosting in Frankfurt and advertising en-US gives American players a bad first thirty seconds and no explanation for it.

Ping is also partly a server-side problem rather than only a network one. A server whose tick is being eaten by heavy resources produces symptoms players describe as lag even when their network latency is fine, which is why resmon is the first thing to check when "the server is laggy" reports arrive.

If you serve two distant regions seriously, the honest answer is usually two servers, not one compromise location.
